Some breeds have a late maturity, such as the breed that I raise seldom has a real heat until they are 3 years old. You didn't say what breed it is, or its age, but hopefully she is just a late bloomer. My nephew did have a rescued dog that never had a real heat (thankfully)

Perhaps the dog or a higher power is trying to tell your friend something. Breeding of dogs should be left to the professionals, unfortunately there are way too may unwanted pets in this world. There are lots of good breeders.

Responsible breeders only breed dogs to improve the breed never to make money off the dogs they also make sure the dogs have been health checked for genetic diseases, dogs that have proven they are show quality which means they fit the standard. Who is willing to check out homes thoroughly and have a guarantee that if anytime in the dogs life they need to give up the dog the breeder will take the dog back. If they aren't doing all that then it's irresponsible, careless breeding.
