It is only true for pure water steam at 1atm pressure.
Water condenses if the partial pressure in gas phase exceeds the vapor pressure of pure water. The vapor pressure rises monotonously with the temperature. That means condensation temperature rises with the pressure.
e.g.
water vapor at 10atm condenses at 180掳C
water vapor at 0.1atm condenses at 7掳C
